   [P1] Reject versioned foreign scans before using the FK proof
   
   This gate only controls `activePrimaryKeySlots`; `putSlots` has already 
registered every scan slot for `isForeignKey`. A current full PK scan can 
therefore still be eliminated against a historical foreign scan:
   
   ```text
   Project(f.parent_id)
     Join(p.id = f.parent_id)
       Scan t p (latest)
       Scan t@tag(old) f
   ```
   
   If the old state is `(id,parent_id)=(1,1)` and latest is `(2,2)`, the real 
join returns no row, but eliminating `p` returns `1`. The same mismatch is 
reachable through external snapshot/tag/branch/options selectors and 
native/external change reads because those foreign slots retain current 
constraint metadata. Please make FK proof selector/version-aware too (or 
require both sides to share one coherent version) and add result regressions 
for historical/change-read foreign scans.
