Nullable inputs to `ipv4_cidr_to_range`, `ipv6_cidr_to_range`, and
`cut_ipv6` can carry arbitrary physical payloads in NULL rows. The functions
previously read or validated those payloads, which could produce errors instead
of SQL NULL results. Handle nullable and constant inputs with `ColumnView`,
skip NULL rows before reading their values, and propagate the combined null map
to the result.
