[P1] Keep the effective storage options aligned across both describes.
The new URI check fixes relocation to a different URI, but the original
FE/BE access mismatch remains when the URI stays the same and the storage
options change. The [Lance v12
builder](https://github.com/lance-format/lance/blob/v12.0.0/java/src/main/java/org/lance/OpenDatasetBuilder.java#L208-L246)
describes the table again and overlays that response's options for the FE
open. After this check passes, `reader.read(dataset, state.access, metrics)`
still saves the first describe's access, and `LanceScanNode` sends those old
options to the BE.
For example, both responses can name `s3://bucket/table.lance` while
`aws_endpoint` changes from storage A to storage B. The FE plans B's
schema/version/fragments, the URI comparison passes, and the BE opens A. This
can fail or silently read different data if A still has the same version and
fragment IDs. Credential changes likewise leave the two readers using different
credentials, although overlapping valid credentials would not necessarily fail.
Please ensure the effective describe/options used for the FE open also
define the access passed to the BE, and cover a same-URI endpoint change. This
finding is based on tracing the SDK builder and the Doris
metadata-to-scan-options path; I have not run an endpoint-switch end-to-end

[P1] Preserve timestamp ordering when filling history gaps.
`versionAtOrBefore()` initially chooses the maximum `(commitMillis,
versionId)`, but this loop then overwrites that result with a higher version ID
merely because its timestamp is within the requested bound. With commit times
v1=100ms, v2=90ms, v3=200ms and a request at 150ms, the resolver correctly
selects v1, then this loop changes it to v2. This affects ordinary
storage-versioned tables even when every manifest is present; writer clock skew
or a clock rollback can make commit times non-monotonic.
The early `break` also misses managed staged candidates: if the namespace
records v1..v4 with times 10/40/20/50ms, v3 is still staged and the other
manifests are canonical, requesting 30ms selects v1 and stops at v2, never
checking the correct v3. The fallback above has a related gap: when no listed
timestamp qualifies, it only examines IDs below `listed.firstKey()`, missing
staged candidates inside the listed ID range.
Please preserve the same timestamp comparator throughout selection and
resolve missing namespace-recorded candidates without assuming timestamp
monotonicity. I reproduced these cases by compiling the unchanged
`resolveVersionAtOrBefore` / `nextVersion` methods and the current
`LanceSnapshotResolver` in an isolated Java harness with SDK/metrics stubs;
this was not a Doris end-to-end test.
