### What problem does this PR solve? Related PR: #67784, #68441 This is split 4 of #67784, based on branch-4.1 after #68441. Iceberg and Paimon writers now bind to the external logical timestamp types so the two instants in a DST overlap remain distinct. Iceberg partition routing and commit metadata also preserve negative-epoch calendar boundaries, microseconds, and binary values across dynamic, static, and hybrid overwrite. - Preserve timestamp offsets through Iceberg predicates and partition commits; distinguish SQL NULL, empty bytes, binary/fixed values, and UUID partition values. - Bind Iceberg fixed binary writes to VARBINARY and validate Paimon timestamp precision against the Arrow schema, including nested write types. - Keep catalog read-mapping defaults unchanged; the catalog migration remains in the next split. Binary computation transforms remain unsupported. Validation: - FE Checkstyle and 311 related FE tests passed. - ASAN BE build and 158 related BE tests passed, covering partition transforms, writers, Arrow conversion, ORC, and Paimon native/JNI paths. - clang-format 16 and syntax parsing of all four affected Groovy suites passed. - Added SQL regressions with Spark epoch/byte comparisons and native/JNI readback.
