### What problem does this PR solve?

Problem Summary:
Prefix-based cleanup of BEGIN_PARTIAL_UPDATE rowsets can match packed-slice
paths and delete files that should not be removed. Detect packed-slice paths
and skip prefix deletion for those rowsets. Extend the recycler test to cover
packed files and verify that an unrelated extra file remains.
