### What problem does this PR solve? Issue Number: N/A Related PR: https://github.com/apache/doris-skills/pull/14 Local PASS receipts from GPT-6 Sol and Claude Opus 5.5 are currently rejected, while receipts from GPT-5.6 Sol and Claude Opus 5 are still accepted. Refresh the exact receiver allowlist to match the updated contributor-side review policy: - Replace `gpt-5.6-sol` with `gpt-6-sol` (`xhigh`, `max`, `ultra`). - Replace `claude-opus-5` and `claude-opus-5[1m]` with `claude-opus-5-5` and `claude-opus-5-5[1m]` (`xhigh`, `max`). - Retain GPT-6 Astra and Fable 5/5.1, exact-ID matching, and the existing permission, head/base, finding, and convergence checks. Scope: admission of newly submitted local review PASS receipts. Previously recorded GitHub statuses are not revoked. The companion skill PR updates producer validation, reviewer fallback, documentation, and stale-attestation rejection tests.
