URL: https://github.com/apache/doris/pull/68677

   ### What problem does this PR solve?

   Issue Number: N/A

   Related PR: https://github.com/shuke987/codex/pull/4

Problem Summary: A pipeline-equivalent local review performed with
`gpt-6.1-sol` is currently rejected by the PASS receipt validator. Add its
exact model ID with the existing Codex effort gate (`xhigh`, `max`, or a
host-exposed and actually used `ultra`). Preserve all existing qualified models
and receipt checks.

Tests exercise all three accepted efforts, lower/unknown effort rejection,
and rejection of similar unlisted model IDs. The sender policy is updated in a
companion apache/doris-skills PR. Merge this receiver change before deploying
the sender update. This PR does not change the CI Runner model or install the
Codex runtime; rollout of the fork waits for Codex #4 and live-model acceptance.

   ### Release note

   None

   ### Check List (For Author)

   - Test
       - [x] Unit Test: `python3 -m unittest discover -s .github/scripts -p
test_validate_review_pass_comment.py` — 26 tests passed.
       - [x] Manual test: 160 model/effort combinations agree between the
receiver and companion sender, with 21 accepted combinations. Comparing both
unchanged baselines confirms exactly the three new 6.1 Sol combinations change
from rejected to accepted.
       - Companion sender: 71 repository-review contract tests passed; shell
syntax and `git diff --check` passed.
   - Behavior changed:
       - [x] Yes. Qualified local PASS receipts may use `gpt-6.1-sol`; all
previous model/effort decisions are preserved.
   - Does this need documentation?
       - [x] Yes. The companion doris-skills PR updates qualified-runtime
guidance.
