Add `gpt-6.1-sol` to the exact reviewer model allowlist with the existing Codex effort gate (`xhigh`, `max`, or host-exposed and actually used `ultra`). Preserve `gpt-6-sol`, Astra, and all Claude model/effort decisions. Astra remains the preferred Codex model; use 6.1 Sol for its documented fallback. Clarify that API `max` cannot be relabeled as host `ultra`. Extend policy tests to cover the new model's accepted and rejected efforts, attestation tests to record its exact identity and invalidate lower-effort replacements, and mocked PASS rendering to preserve the exact model ID. Similar unlisted model names remain rejected. Validation: - `./verify/repo-review/run.sh`: all 71 checks passed (8 policy, 10 runtime attestation, 35 review documents, 18 mocked posting). - `bash -n` on changed shell scripts and `git diff --check` passed. - 160 model/effort combinations agree with the companion receiver and independently expected policy; 21 combinations are allowed. Both original baselines reject precisely the three newly allowed 6.1 Sol combinations; all other decisions remain unchanged. - Companion receiver's 26 validator unit tests passed. Rollout: merge [Doris receiver #68677](https://github.com/apache/doris/pull/68677) before deploying this sender update. Fork runtime installation and live-model acceptance follow [Codex #4](https://github.com/shuke987/codex/pull/4). These changes update local review receipt admission and fallback guidance; they do not change the CI Runner's selected model or deploy any runtime.
