   ### What problem does this PR solve?
   
   Issue Number: close #68750
   
   Problem Summary:
   
   Concurrent first joins to the same colocate group can both observe the group 
as absent, allowing incompatible distribution types or overwriting initial 
backend placement. Journal replay can consequently reconstruct different 
membership or placement.
   
   This change makes schema validation and admission atomic, initializes 
placement once across ALTER/CREATE/RESTORE, and orders journal submissions with 
metadata changes. Replica-allocation updates lock tables before the colocate 
index and revalidate membership. Unit and regression tests cover concurrent 
admission and replay consistency.
   
   ### Release note
   
   Fix concurrent colocate-group admission accepting incompatible tables or 
overwriting initial backend placement, causing inconsistencies after journal 
replay.
