### What problem does this PR solve?
Related PR: #65103
Problem Summary: Run the `nonConcurrent` regression group against a
cloud-mode Doris deployment. Add preparation, deployment, regression execution
and cleanup scripts, together with FE, BE, MetaService, Recycler and regression
configuration. Update the `nonConcurrent` trigger mapping to
`Doris_DorisCloudRegression_NonConcurrent_NonConcurrentRegression`.
