Problem Summary: Some operational workflows need a cluster-wide guard that
temporarily prevents background dynamic partition cleanup while allowing
partition creation to continue.
### Release note
Add the global `enable_dynamic_partition_drop_protection` variable to pause
automatic partition drops without disabling dynamic partition creation.
