ROW Binlog now filters expired changes and reclaims their storage according
to `binlog.ttl_seconds`, but the docs still describe retention properties as
ineffective and promise unlimited change history. Update the dev English and
Chinese docs to match apache/doris#68226.

   - Document the default one-day TTL, positive-value requirement,
configuration inheritance, ALTER behavior, and a runnable expiration example.
   - Explain expired offsets across incremental queries, Table Streams and MoW
snapshot reads, plus the distinction between query filtering and asynchronous
physical cleanup.
   - Correct the related overview, incremental-query and Table Stream pages,
including the limits of `IS_STALE` / `STALE_REASON` and recovery through a full
reload.

   ## Validation

   - `git diff --check` passes.
   - All 10 changed pages compile with the Docusaurus Markdown/MDX processor;
all 154 existing heading anchors and page slugs are preserved.
   - English and Chinese Row Binlog SQL examples and expected outputs match.
   - Docs governance reports no errors or new findings compared with HEAD. The
8 existing warnings concern SEO and missing 4.x counterparts.
   - SQL behavior was checked against the implementation and regression cases
in apache/doris#68226; no Doris cluster was started for this docs-only change.

   ## Versions

   - [x] dev
   - [ ] 4.x
   - [ ] 3.x
   - [ ] 2.1 or older (not covered by version/language sync gate)

Row Binlog and this TTL behavior are documented for Doris 5.0.0. These pages
exist only in dev, so no 4.x or earlier counterparts are added.

   ## Languages

   - [x] Chinese
   - [x] English

   ## Docs Checklist

   - [x] Checked by AI
   - [ ] Test Cases Built
   - [x] Updated required version and language counterparts, or explained why
not
   - [x] If only one language changed, confirmed whether source/translation
counterparts need sync

Both languages are updated. No new test cases are needed for this docs-only
change; validation is listed above.
