[fix](be) Use normalized URI for Azure client (#68476)

    Related PR: #54291

    Problem Summary:

The BE Azure client path computes a normalized container URI, but passes
the original URI to `AzureAuthFactory::create`. If the configured
endpoint produces duplicate path separators, BE can therefore create its
Azure client with a non-canonical path while Recycler uses the
    normalized path.

This change passes `normalized_uri` to the client factory so BE and
Recycler use the same Azure container identity.

    ### Release note

Fix Azure object storage client creation when the configured endpoint
    produces duplicate path separators.
