/review For this review, please do not reopen the following accepted scope decisions: Java-only aliases such as ACT, case-insensitive region-name compatibility, DATE/legacy DATETIME offset compatibility, dynamic-partition timezone normalization, and the residual per-row cost for uncommon offsets such as -12:30/-12:45. The DdlException assertion, generated regression output, Zulu session case, and common fixed-offset cache issues have already been fixed.
