## Problem and behavior Japanese translation automation currently runs once daily, creates draft PRs, and blocks all further generation while any robot batch is open. This ties translation progress to when maintainers can merge the previous batch. Run scheduled batches at 04:23 and 16:23 UTC, with manual dispatch defaulting to generate. Remove the source-push trigger so automatic runs follow that twice-daily schedule. Each enabled run creates a regular PR with `translate-ja`, containing at most 10 target pages, for maintainers to review and merge. Allow multiple open batches while reserving every document already covered by an open PR, including stale candidates. Invalid or manually edited target/state records block their own documents before the batch limit is applied. The generator checks reservations again for primary and paired Dev/4.x targets. Existing PRs are preserved, rather than automatically closed or replaced. A stable workflow-level concurrency group covers all triggers, modes, and locale inputs. `cancel-in-progress: false` preserves the active run, and `queue: max` queues subsequent runs. Discovery explicitly checks out the latest master when a queued run starts. Generation still reconciles again, pins the discovered commit, and checks master freshness before publication. ## Validation - Node 20.20.2: all 106 i18n tests passed, including multiple open PRs, stale reservations, blocked targets before the batch limit, and generation of ten other pages. - Parsed workflow configuration: two daily times, manual generate default, no push trigger, and a single workflow-level concurrency group. - Full local Git/GitHub/Codex simulation is running; it checks regular PR creation, the translation label, protected content, exact committed files, and rejection of malformed model output. - GitHub PR checks will run on this commit. Continuous generation remains disabled until this change is merged; the live one-page model/PAT/PR/CI acceptance already passed in #4330. No model secrets, token scopes, website rendering, or English/Chinese source content are changed. -- This is an automated message from the Apache Git Service.
