   ### What problem does this PR solve?

   Issue Number: CIR-22263

   Related PR: None

Problem Summary: FE reported `support_phrase=true` as the default but
omitted that property from metadata for inverted indexes without parser
settings. BE interpreted the missing value as false. Persist the default for
new indexes and use the same fallback for older metadata. Explicit
`support_phrase=false` is unchanged.

This is the `branch-4.1` backport of the default alignment change. That
branch does not have the SNII streamed compaction path changed by the master PR.

   ### Release note

New inverted indexes enable phrase positions by default when
`support_phrase` is omitted.

   ### Check List (For Author)

   - Test
       - [x] Unit Test: FE `IndexTest` and BE
`InvertedIndexParserTest.TestGetParserPhraseSupportStringFromProperties` passed.
   - Behavior changed:
       - [x] Yes. The omitted phrase setting now defaults to true in FE and BE.
   - Does this need documentation?
       - [x] No. The documented default already states true.

The complete PR diff passed the English description check, clang-format 16,
and Checkstyle on the merged target tree.
