Fixed in 740783d90ce96b5c89251aa24581d042a07fd578. Iceberg tableExists now
checks current catalog existence independently of cached/pinned read metadata.
The generic DROP path uses that preflight before resolving the planning handle,
preserving the existing IF EXISTS cleanup and strict missing-table error. Read
planning still reuses its frozen handles. Added cached/pinned metadata
existence tests and externally dropped-table routing tests for both IF EXISTS
modes. All 96 scoped tests and build.sh --fe with Checkstyle passed. Also
verified the FE PRs can retain the partition-rule Env reference independently
of the scheduling import removal.
