### What problem does this PR solve?
Issue Number: N/A
Problem Summary: Adapt the rolling-restart recovery part of fd7211e while
retaining master's DNS cache, resolved-IP RPC clients and runtime tasks. SET
GLOBAL enable_graceful_shutdown propagates through heartbeat field 16 and
temporarily shortens heartbeat scheduling without overwriting configuration.
Stream Load transaction and planning RPCs retry transport errors and NOT_MASTER
with bounded backoff and request-local redirects; only BE-coordinated Stream
Load skips lost-FE cancellation. Refresh stale DNS and RPC channels on network
faults and backend restart replay, gate scheduling until connection cleanup
finishes, preserve exchange RPC statuses and retain effective blacklist
entries. Actual BE death/epoch cancellation of ordinary queries remains enabled.
Heartbeat field 15 is already changelog_ttl_reference_tso on master and
cannot carry the original branch's boolean. New result fields are optional and
use ids matching fd7211e. Checked available 3.1/4.0/4.1 refs and branch-4.2
definitions. This does not repair the pre-existing field-15 collision between
the original private change and master.
### Release note
Operators can enable enable_graceful_shutdown globally before a rolling
restart and disable it afterwards. Updated FE and BE binaries are required for
the new heartbeat flag. Transport and NOT_MASTER retries use at most five
additional attempts; application errors are returned without replay.
