Review Comment:
Could we add this requirement when constructing the REST commit request,
rather than injecting it during JSON serialization?

The partition-counter check is necessary, but the current abstraction hides
part of the commit semantics: `UpdateTableRequest.requirements()` does not
contain the condition actually sent over the wire, and correctness depends on
serialization running synchronously on the thread holding `DROP_BASE`. It also
requires maintaining a copy of the SDK's REST mapper configuration for a
schema-DDL concern. This works with the inspected Iceberg 1.11.0
implementation, but makes SDK upgrades and request-path changes harder to
reason about.

A preferable fix is in the Iceberg SDK's `UpdateRequirements` generation:
when processing `MetadataUpdate.SetCurrentSchema`, include
`AssertLastAssignedPartitionId` from the original validated base alongside the
existing schema requirements. That makes the request explicit and keeps the
normal SDK authentication, serialization and commit handling, allowing this
ThreadLocal/custom-mapper mechanism to be removed. Applying it to all schema
changes is conservative: concurrent partition additions could also conflict
with ADD/RENAME, so that behavior needs explicit tests. An SDK API accepting
additional commit requirements would be a more targeted alternative.

A `RESTClient.post()` decorator would improve layering, but retaining the
same ThreadLocal to supply the base would leave the implicit context dependency
unresolved.
