In a three-replica deployment, marking a slow backend with disable_load did
not remove it from tablet load locations, so writers still sent data to that
backend and suffered long-tail latency. The disable_load feature originally
checked backend load availability, but the single-replica migration fix later
changed tablet load selection to check only whether a backend was alive.
Restore the load-availability check while preserving the decommission watermark
rule that allows an in-flight replica migration to continue writing until its
post watermark is set.
