Addressed the review in `31dba971849`. Per finding: - 4365835392 (P2, eviction weight read after a concurrent release): fixed. Each registration keeps the bytes it was admitted with, and eviction accounting adds those instead of the live reservation. One new test in `MetaCacheWeightGovernanceTest`; the fe-connector-cache module (164 tests) and the fe-core and Hudi cache tests this PR touches pass.
