Shared navigation and homepage content still fall back to English, and CI cannot distinguish real manual translations from available fallback routes. This adds five-language shared UI/homepage content with explicit publication state, dependency-aware CI scope, manual source-drift and native coverage reports. - T06: compare source/state dependencies across base and head; validate ready/shared messages and digests; retain denominators, fallback, stale/blocked decisions and exceptions in reports. Shared language mechanisms require full publication validation; content-only edits retain scoped checks. - T07–T08: localize navigation, footer actions, search, 404 and community feedback; reuse existing Japanese home content; complete Chinese/Korean/Russian home messages, metadata and the three embedded illustrations. Replace deployment JPEG labels with theme-aware localized SVGs, preserve legal/technical names, and fix keyboard focus and Russian layout overflow. - T09: add full-artifact/browser acceptance and a public verifier that binds source/manifests/build identity and compares public HTML/resources with the production artifact. Document evidence collection and rollback. **Public acceptance and M1 remain pending merge and production deployment.** Validation: 272 Node tests passed (one existing opt-in skip), 22 workflow security tests passed, nine native fixture builds/153 pages and fixture Chromium checks passed, five-language homepage builds and 80 browser cases passed (1440/390 × eight themes), actionlint and diff checks passed. Full five-language/all-active-version publication CI is selected for this PR.
