Full Japanese and Korean coverage scans currently run on ordinary documentation and shared-configuration PRs. Translation discovery already audits the native scope when preparing its scheduled translation plan. Remove the `pull_request` triggers from the two coverage workflows so these reports run weekly or on manual request. Build Check continues to validate pull requests, including admission checks for changed translation inputs. The audit commands, schedules, artifacts, and read-only permissions are preserved. Concurrency keys now use the ref directly.
