### What problem does this PR solve?
CAST expressions currently construct temporary Blocks and execute through
the generic function framework. Bind column executors during expression
preparation, capture conversion settings in `CastOptions`, and pass
`RuntimeState` during execution. Migrate scalar, complex and Variant
conversions to this interface while retaining a `FunctionCast` compatibility
adapter for direct function callers.

- Behavior changed: No; CAST execution refactor.
