Review Comment:
   [P1] Retain residuals for overflowing numeric truncate partitions

   For an INT `id` partitioned by `truncate(10, id)`, Iceberg 1.12.0 computes
the partition for `id = -2147483648` as `2147483646` because its [truncate
implementation](https://github.com/apache/iceberg/blob/apache-iceberg-1.12.0/api/src/main/java/org/apache/iceberg/util/TruncateUtil.java#L51-L55)
 wraps. Its [strict
projection](https://github.com/apache/iceberg/blob/apache-iceberg-1.12.0/api/src/main/java/org/apache/iceberg/transforms/ProjectionUtil.java#L57-L68)
 converts `id >= 0` into `partition > truncate(-1)`, i.e. `partition > -10`, so
this evaluator records the predicate as enforced. With
`write.metadata.metrics.default=none`, partition pruning retains that file and
absent column bounds cannot reject it.

   ```text
   Project(id)
     Filter(id >= 0)
       IcebergScan[truncate(10, id); row id = -2147483648]
   ```

   The new enforced ID removes `Filter(id >= 0)` from both TableReader and the
final scanner filter, so this query returns the negative row instead of an
empty result. Selecting `id` keeps the physical column projected, so this fails
independently of placeholder elimination. BIGINT has the analogous
signed-minimum case. Please retain these predicates unless numeric truncate
wraparound is excluded by the proof, and add signed-minimum coverage with
missing file metrics.
