### What problem does this PR solve?
Issue Number: N/A
Problem Summary:
Operator and Scanner projections eagerly expand constant expression results
into full columns. Remove these two conversions to preserve `ColumnConst`
results and avoid eager allocation and copying.
This draft is intended for full CI validation. Downstream compatibility
remains unverified, particularly Hash Join payload copying, Table Function row
replication, and nullable output block reuse. This PR deliberately contains
only the two deletions so the pipeline can expose remaining assumptions about
materialized columns.
