### What problem does this PR solve?

Problem Summary:
Two cloud file cache cases still fail in a cloud regression run after #69705.
- `test_ttl_lru_evict`: TTL blocks are evicted only when the whole cache is
full (`is_overflow()` checks the total capacity, not the TTL queue). On a 20
GiB cache that takes about 22 loads of about 960 MB each, which took longer
than the 300s TTL of the table under ASAN. The TTL of a tablet counts from its
creation, so once it expired the blocks became NORMAL and no TTL eviction
happened any more (`evicted only 0 bytes after 24 loads`). After the first
load, shrink the cache of the BE to four loads with `/api/file_cache?op=reset`,
so it overflows within a few loads. Restore the capacity before waiting for the
TTL queue to drain, and in `onFinish` in case the case fails earlier.
- `test_stale_rowset`: the cache of the compaction input rowsets is removed
only when the BE sweeps the stale rowsets, and `file_cache_cache_size` is
published by the background monitor every 5 seconds after that. The case read
the metric once, 60 seconds after compaction, and got the value from before the
removal (input 20915 + output 2609 = 23524). Poll the metric until it shrinks,
for up to 180 seconds.
