Fixed in f80fa3b66506e00d8fbbdc283bbe57ea4becc354. Dictionary freshness now
uses the existing scoped snapshot callback and memoizes only the exact maximum
partition-update timestamp on that immutable projection. Full partition maps
remain subject to their separate admission/weight policy; the fixed scalar and
loaded flag are reserved in snapshot accounting. The snapshot entry still
controls whether a projection is retained across checks, so no separate cache
bypasses its policy. Disabled, weight-rejected and retired partition-entry
tests reproduce three loader calls before the fix and one per projection
afterward, including a new metadata generation and the zero result for an empty
view. All 207 related FE tests and full FE packaging/Checkstyle pass.
