### What problem does this PR solve? Related PR: https://github.com/openai/codex/pull/57452 Codex 0.166 distinguishes `policy_capacity_unavailable` from ordinary model overloads. Its new terminal message currently fails the runner's exact capacity check, so review recovery stops immediately. Accept the two canonical capacity messages while keeping the existing same-session retries, five-minute delay, five-attempt fallback threshold, seven-attempt limit, shared budget and target checks. Preserve the original error in diagnostics. A declared submission still requires exact verification before reporting success; safety-policy, authentication and generic failures remain non-retryable. This is backward-compatible with the pinned 0.162.1 runtime and does not change the runtime package or selected models. ### Release note None ### Check List (For Author) - Test: - [x] Unit Test: Linux review script suite — 332 tests, 330 passed / 2 skipped. - [x] Unit Test: macOS recovery suite — 97 tests, 94 passed / 3 skipped. - [x] Manual test: six new policy-capacity assertions failed on the unmodified runner; all pass after the fix. Includes real child-process failure/resume for both messages, mixed errors through fallback/exhaustion, budget and cancellation guards, post-submission verification and safety-failure exclusion. - Behavior changed: - [x] Yes. The explicit policy-capacity error follows the existing bounded recovery policy. - Does this need documentation? - [x] No. ### Check List (For Reviewer who merge this PR) - [ ] Confirm the release note - [ ] Confirm test cases - [ ] Confirm document - [ ] Add branch pick label -- This is an automated message from the Apache Git Service.
