### What problem does this PR solve?
Issue Number: DORIS-29598
Related PR: #70005, #68864
#70005 changed the HTTP TVF Parquet timezone to UTC on branch-4.2, but
retained the Asia/Shanghai golden. As a result, sql08 returned `2023-08-13
08:28:56.096000` while the golden still expected `2023-08-13 16:28:56.096000`.
Regenerate the HTTP TVF golden with the existing UTC option. Only sql08
changes: all 54 INT96 map keys across its 10 rows move back eight hours to the
fixture's stored wall-clock values. Other values, tags, the fixture, timezone
options, and production code are unchanged. INT96 itself carries no timezone
annotation.
### Validation
Built FE/BE from branch-4.2 baseline `66122209cac` and ran the full
`test_http_tvf` suite on a fresh isolated 1FE/3BE cluster using those
artifacts. UI packaging was disabled through the standard build option.
- Before: reproduced sql08's expected-16/actual-08 mismatch; 1 suite, 1
failed, 0 fatal, 0 skipped.
- Generated the golden through the standard regression entry point with
`-forceGenOut`.
- After: reran comparison mode; 1 suite, 0 failed, 0 fatal, 0 skipped.
Source, artifact and serving identity checks passed.
- Independently checked that only the 54 timestamp keys changed, each by
exactly -8 hours; all other tags and values are identical. `git diff --check`
passed.
Targeted selection: `-g p2 -xg p1 -d external_table_p0/tvf -s test_http_tvf
-parallel 1`. Explicit selection removes the internal profile's default
exclusion of p2. A process-local Java hostname mapping lets containerized
backends reach the suite's host HTTP server.
