   ### Search before asking

   - [X] I had searched in the
[issues](https://github.com/apache/doris/issues?q=is%3Aissue) and found no
similar issues.

   ### Version

   updated master

   ### What's Wrong?

For routine load, the load channel and Kafka consumer share the same
timeout. So when consumer timeout, which is healthy and expected by setting
short `max_batch_interval`, there are still data that need to be written. These
pending data will fail to load because the load channel will cancel by timeout.
So the whole task would fail.

   ### What You Expected?

Consumer timeout but the routine load task successes.

   ### How to Reproduce?

   _No response_

   ### Anything Else?

   _No response_

   ### Are you willing to submit PR?

   - [X] Yes I am willing to submit a PR!

   ### Code of Conduct

   - [X] I agree to follow this project's [Code of
