### Search before asking - [X] I had searched in the [issues](https://github.com/apache/doris/issues?q=is%3Aissue) and found no similar issues. ### Description In the past version, the storages are used for BackupHandler. Now we also use them to get metadata file from remote storage for FE and create resources, So we need refactor. ### Solution I will use 3 PRs to refact FS storage: - PR1: add new storage file system template and move old storage to new package. https://github.com/apache/doris/pull/18938 - PR2: extract some method in old storage to new file system. - PR3: use storages to access remote object storage, and use file systems to access file in local or remote location.
