mxge: Integrate ifmedia flow control support.
And remove flow control sysctl node. The following command should
be use to change flow control settings:
ifconfig mxgeX [mediaopt|-mediaopt] flowcontrol
Note, due to hardware limitation, rxpause and txpause could only be
all on or all off.
