sshd - Fix default password authentication
* The default for PasswordAuthentication somehow got reverted to
being enabled.
* Disable PasswordAuthentication by default.
* Uncomment PasswordAuthentication in the default sshd_config,
defaulting to 'no', and always overriding sshd's own defaults.
