build - Bump __DragonFly_version to 500601 in RELEASE_5_6
* Bump __DragonFly_version to 500601 for the TCP_KEEP* socket
options API change from milliseconds to seconds.
This change is being brought into -release to correct a 15+
year old mistake, even though it does disrupt the API a bit
for these TCP options. It is close enough to (being just
after) the 5.6 release that we can get away with it to make
life easier for our dports maintainers.
