kern.pre.mk: Add back some Makefile code to fix VKERNEL64.
I removed this by mistake in c47c81dbc5495f8c4fa01a238784813eb56a239e.
Seems this is still needed, even though we inherited it from FreeBSD
before we had the vkernel.
