dsynth - Revert PkgDepMemoryTarget default
* The issues observed were actually not the fault of dsynth, but
instead due to paging behavior by the kernel. Changing this value
did not actually fix anything, but fixes to the kernel did.
Revert the calculation back to divide-by-3.
