dsynth - Conditionally avoid passing PKG_SUFX make env
* Avoid WARNINGs in the logs due to passing PKG_SUFX into make env.
Remove this for pkg versions 1.17 or bigger.
* Fixes WARNING's in the logs and related sleep 10's generated by
the port Mk files.
