Fixes Eager Double Parsing/Try to deserialize base64 strings as ddsketch to
allow raw ddsketch at ingestion time.
#### Release note
Allow ingesting of base64 serialized ddsketches at ingestion time, store
empty sketches as empty_bytes to save space.
