Review Comment:
   hmm. I'm testing locally cuz I was confused on this. And it looks like it is 
never null. It is being unconditionally bound in MetadataManagerModule. But if 
the incremental cache isn't turned on it will not sync from metadata. So that 
is not good! What if we put some logic in the `OverlordCompactionScheduler` to 
blow up when it is starting if supervisors are enabled and incremental polling 
is not? I will propose that in next commit
