Set an explicit commit-message prefix for Maven and npm Dependabot updates
(#20691)
Without an explicit prefix, Dependabot copies the style of its most recent
commit on the default branch, whatever the ecosystem. Since the
github-actions
group update merged as "ci: bump ...", Maven bumps have been titled "ci:"
even
though they change build dependencies.
Use "build" with the dependency scope for Maven and both npm entries, so
titles
are "build(deps): bump ..." or "build(deps-dev): bump ...", matching earlier
Dependabot PRs.
