Fixes #20627. ### Description The test allowed each server's pick count to be within 2% of the total. At the 5% sample size only ~2,500 segments are picked, so that is ±50 against a standard deviation of ~24 (server0) and ~20 (others), which fails about 1 in 20 runs. The tolerance is now 4 standard deviations of the expected binomial count, `4 * sqrt(n * p * (1 - p))`. At 5% that is ±98 for server0 and ±80 for the others. A sampler that picked uniformly instead of by segment count (25% vs 40%) still fails by a wide margin. #### Release note None.
