build: fix grpc-query build on macOS 27 without Rosetta (#20730)
The gRPC code generator was hard-coded at 1.52.0, whose osx-aarch_64
artifact is an x86_64 binary, so building grpc-query failed on macOS 27
without Rosetta. grpc-java ships a universal binary since 1.76.0.
Add a grpc.version property shared by grpc-bom and protoc-gen-grpc-java,
moving the code generator to the runtime's 1.84.2. Dependabot can't see
the version inside the plugin configuration, so sharing the property
also keeps the two in step.
