Yes, exactly. `TaskQueue.shutdown()` [marks the entry complete](https://github.com/apache/druid/blob/9733020550c22999e00f0d1920f634e5f6b1ba02/indexing-service/src/main/java/org/apache/druid/indexing/overlord/TaskQueue.java#L738) but keeps it in `activeTasks`. The [next `syncFromStorage()`](https://github.com/apache/druid/blob/9733020550c22999e00f0d1920f634e5f6b1ba02/indexing-service/src/main/java/org/apache/druid/indexing/overlord/TaskQueue.java#L260-L276) (every `druid.indexer.queue.storageSyncRate`, 1 min by default) [removes the entry](https://github.com/apache/druid/blob/9733020550c22999e00f0d1920f634e5f6b1ba02/indexing-service/src/main/java/org/apache/druid/indexing/overlord/TaskQueue.java#L868-L873).
