Part of #20732. ### Description The first weekly grouped PR (#20765) showed that a few build tools keep the whole group red: their minor and patch releases often need code or rule changes, and the fixes then have to happen inside the shared PR (see https://github.com/apache/druid/pull/20765#issuecomment-6464444006). This PR excludes them from the `maven-minor-patch` group, so each of their updates arrives as its own Dependabot PR: - `org.codehaus.mojo:javacc-maven-plugin`, which generates and compiles the Druid SQL parser - `com.puppycrawl.tools:checkstyle` - `com.github.spotbugs:spotbugs-maven-plugin` Such a PR can be fixed, or closed to skip that version, without holding up the rest of the week's updates. Unlike an `ignore` rule, new releases stay visible.
