### Description
This PR fixes a bug in the constructor of `TopNQuery` class.
In the constructor, `dimensionSpec` is accessed to construct
`postAggregatorSpecs` object before the null check of itself, which results in
NPE.
This PR fixes this bug by moving all argument checking code to the begin of
the constructor.
