Fixes #11789.
### Description
Added an optional flag `rowArray` to the JSON input format to treat the
input as an array of row objects, rather than individual objects. This is meant
to facilitate ingesting data from REST APIs, which often return single JSON
elements instead of whitespace-separated objects.
Note: I wasn't sure of the best name to give this flag. I am open to
suggestions.
