When segment cannot be loaded by Historical nodes, this log gets reported by
coordinator:
`log.info("Still waiting for Handoff for [%d] Segments",
handOffCallbacks.size());`
The log level is changed to WARN as it can easily be overwhelmed by other
logs
This PR has:
- [ ] been self-reviewed.
- [ ] added comments explaining the "why" and the intent of the code
wherever would not be obvious for an unfamiliar reader.
- [ ] been tested in a test Druid cluster.
