Of late, quite a number of builds have been failing because docker pulls are
being rate-limited. This PR makes the IT tests use the base images from the AWS
ECR repo.
AWS ECR allows 1 anonymous pull per second while docker-hub allows 100 pulls
per six hours. Without authentication, rate limits are placed using the source
IP as the identity.
This PR has:
