   I was referring to the `WHERE` clause that is associated with `REPLACE` and 
is used to select what data to replace. IMO using `WHERE` itself twice seems 
closer to standard SQL syntax. the thing we are specifying after `OVERRIDING` 
is a condition. `OVERRIDING <condition>` as a syntax seems odd to me. If we 
were sticking to `<partitionSpec | (partitionSpec, partitionSpec, ...)>`, then 
`OVERRIDING` will have been a better choice.
